OLSBA WPCA QUARTERLY BOARD MEETING 
MAY 23, 2023 7:00PM via ZOOM

CALL TO ORDER

Al Roy called the meeting to order at 7:02pm. Members of the board present in addition to Al were Tom Annulli, Dede DeRosa, John Cunningham, Bob Palazzo and Bryan Even (ex-0fficio). Absent: Sue Mahoney.
Tom Annulli made a motion to accept the minutes from the November 2022 meeting; John Cunningham seconded the motion. The minutes were accepted into the record.

TREASURER’S REPORT

Tom Annulli walked through the WPCA Balance Sheet, P&L Statement and Summary of Liabilities. Of note: the WPCA has $9350.28 in our cash account. We expect two bills from Shipman and Goodwin for legal expenses related to extending our loans with the State for an additional twelve months. The only other expense incurred by the WPCA during the last six months was $2944.92 for our annual insurance premium. Total amount owed to the State of Connecticut for pre-construction work remains at $878,087 or $4,573 per household. Financial statements along with bank statements from November 2022 – April 2023 will be posted to the OLS website along with these minutes.

WPCA MEMBERS AND TERMS

Al reviewed the board membership. There is one vacancy that we will be recruiting for. Please consider participating.

OLS ROADS AND DRAINAGE

The existing sewer construction plans include improving storm drainage and repaving OLS roads. We were looking at synergies for all three initiatives in order to reduce overall costs. The BOG understands that there is increased urgency to address the deteriorating roads due to the lengthy delay of the sewer project. The BOG is working on options and will be prepared to present alternatives at the spring meeting on June 17th.

SEWER UPDATE

Al and Bryan attended a meeting with other “Alliance” members and DEEP on March 10th. OLS was looking to get DEEP to agree with options other than sewers and modify the consent decree. DEEP denied the request and offered additional funding of $17M that they indicated could be confirmed within a couple of weeks. It has now been 52 business days with no commitment. The State understands that additional funding is needed in order for the project to proceed.

Financing agreements for the internal OLS sewer project and the shared components of the sewers were extended twelve months. This defers loan repayment while financing options are pursued.

Work continues with Old Colony, Miami Beach, and the Town of Old Lyme/Soundview (now referred to as “the Alliance”. While there is a lot of project planning still required, project funding is the current focus.

The next WPCA quarterly meeting will be held Tuesday, August 22 @ 7:00pm. There may be a need for an additional meeting between the June residents meeting and the August meeting.

Jay Moynihan again raised concerns about the sewer project approach, lack of progress and transparency.

The meeting was adjourned at 7:34pm.
