Approval of Minutes 08/02/2022- TA/ JM
Financials YTD Budget Review (TA)- Financials were discussed including cash, few liabilities, and budget. There are some uncollected association dues; expenses include spring beach cleaning) and budgeted legal and professional expenses. TA also reminded board that fiscal year ends June 30 .
• Tax Collection- some uncollected association dues will be addressed with second notices and discussions;

WPCA Update – WPCA Update -AR shared that there was much work going on behind the scenes. A joint association meeting with town, the three beach associations and Sound View was held at the OL Middle School. Questions that were presented in advance were answered. Sen Blumenthal joined via Webex; Sen. Formica was present and he verbally committed himself to finding additional grant monies for the projects. A meeting with DEEP and CT Treasury to discuss several important issues was held on Monday, September 12. One main take away from the meeting was that there was clear verbal acknowledgement by the DEEP that the associations and the town are doing everything possible to comply with the consent order. Ongoing commitment and due diligence have been demonstrated by the
associations and the town. Also, after making our case, the assistant treasurer petitioned the state of CT treasurer to have an extension for another year and the petition was granted; we are carrying the
current loan for one more year to January 2024 thus deferring the requirement to begin paying back the CWF loan in January, 2023. DEEP understands and supports our objective to continue to seek a significant infusion of grant support with the goal to complete the project in an economically feasible and affordable manner.
• JM- questioned what it would look like if the project should have to go back to the association for another referendum.
• NY- questioned the timeline for series of events for next year and the mechanics of how any additional grants would be distributed. AR- hopes to have firm commitments from legislators and commissioners by 1st quarter of 2023 and believes funds would be funneled to the town; perhaps separate road repairs and storm draining from the clean waters act.
• KS-discussed the possibility of an assessment to residents to clear up any incurred expenses.

Preparation — Fall Meeting Saturday 09/24/22;
BE-discussed agenda, financials presentation , beach status, action items, security and guards, community security, WPCA update; and close with issues and actions outline- to be worked on over the winter.
Vandalism within the community was discussed including nuisance vandalism caused by drinking by people coming or going through our beach but also targeted vandalism was discussed. 2 homeowners have been affected by such vandalism. One homeowner experiences damage to the home. Law enforcement is aware of the criminal activity and wants the community to be aware of acts. BE will visit the resident trooper and wants to increase the visibility and wants the board to think about it and what can be done. KS- are the other beaches also experiencing an increase in vandalism
Resident J. Iavonella of Sea Spray Rd explained timeline of criminal activity ; would like association to hold pressure to police to not drop this and encourages motion sensor lighting installation in resident’s back yards.
