BOG Meeting – March 29, 2022
WPCA Update

The first quarterly meeting of the WPCA was held on February 16 and the Meeting Minutes are posted on the website. The second quarterly meeting is set for May 19, at 7:30 PM.

The WPCA Project Options Committee has been meeting weekly and is planning to present a draft presentation at the May 19 WPCA meeting. Subsequently, this presentation will be modified and further developed for presentation at the OLSBA Annual Spring Meeting, at which time the most likely and viable options will be identified based on information available at that time. The committee is focused on a methodical process-based approach: Objectives, Risks, Cost-Benefit, Financial Model, Establish a Timeline, etc.

The CSA Group (beaches and Town of Old Lyme) contracted with a lobbying firm, International Government Strategies who is actively monitoring activity related to the rollout of funding associated with the Infrastructure Investment and Jobs Act (IIJA), has provided timely updates on key events and meetings, and is in direct communication with CT Commissioner Boughton, Governor Lamont’s Senior Advisor on Infrastructure. Our share of the contract expense is about $1,200 for 2022. The CSA Group including the Town of Old Lyme continues a parallel initiative to engage and directly involve state and federal elected officials.

BOG Exploration of alternatives: Looking at possible alternative means for meeting the intent of the current consent order. This excludes both the current deigned plan for sewers and the options outlined years ago in the Wastewater Facilities Study (e.g., community treatment facility, mini treatment sites, etc.). This initiative further demonstrates OLSBA due diligence in seeking a financially viable means for correcting wastewater management deficiencies within our association. We anticipate an update soon which will determine whether suggested alternatives merit serious consideration.

Financial liabilities: We will update the project related financial liability tracking at the May 19 meeting. As of our last meeting each household was responsible for about $4,250 in debt repayment.
