Present: Matt Merritt (MM), Cliff Winkel (CW), Tom Annulli (TA), Joanne Gilland (JG), Frank Meaney (FM), Bryan Even (BE) , MaryKate Reynolds (MKR), Patrick Burns (PB), Joe Halloran (JH)

I. Welcome
MM called the meeting to order at 10:15 AM
II. Resolution Amendment & Vote
Attorney Bill McCoy was chosen to act as Moderator, Julia Nixon and Jill Morahan were appointed as checkers and tellers.
The secretary read the call of the meeting.
The resolution was read in its entirety by Attorney Bill McCoy.
FM made a motion to move the said resolution.
TA seconded
Discussion:
Association members questioned total bonding amount, what was included in the estimated $39,600 cost, abandoning wells, retaining wells, laterals, mandatory hookups, water fountain and shower on Billow, water portion starting in January 2020, and sewer portion tracking slower.
Moderator said lateral hookups is a decision of the WPCA which is authorized under state statute to make the decision.
MM brought the motion to a vote and members votes with a yes or no. Paper ballots were collected and counted.
Moderator read the voting results:
66 votes in favor
8 votes opposed
1 vote non vote
Motion carried and resolution adopted.
Member Paul Graml made a motion to require members vote for additional additions like laterals, burying powerlines, mandatory hookups need to come to the members for a vote.
Motion was seconded.
Members voted by raising hands and the motion lost.
III. Design/Project Timeline- JH
Early 2020 CT Water Co will start the water project with modified construction during the summer. Existing water system remains until connections are made
Fall of 2020 projected to be initiation of Community Pollution Abatement project with modified construction during the summer; 2022 completion of project
58 lateral design papers are still outstanding (papers handed out or mailed at/after the Spring 2019 meeting). We need your assistance to complete your home information
Backflow preventors will be installed for houses in the high hazard flood zone
IV. Beach Infrastructure – PB
Sheffield Brook worked well and continued improvements to the coastline
Asked about members’ needs for drainage issues
V. Security Update – FM
Plans for 2020 include need for a couple more youth security guards and changes to schedules
Members wanted guards to enforce all rules on beach and bring up barrels for trash pickup
Speeding on roads is still an issue for all 12 months not just the summer months.
VI. Beach Maintenance update – George Finley
Boats on Billow need to be removed if possible before impending storm and definitely removed by Nov 1
Harbor commission- moorings need to be removed and inspected
See George Finley if desiring a mooring
Revaluation of real estate- this year a statistical review; new assessment will be mailed out
New vendor for cleaning; costs were saved from vendor, but member brought up the idea of alternate days for cleaning to save costs further
VII. Treasurer’s Report – (TA reported as Norm absent)
99 percent dues collected and remaining mailing addresses need to be checked
VIII. Traffic / Road safety concerns – BE
Road width will be examined for current widths are not consistent from street to street and within street
Water sewer and storm drains will affect final drawings and engineers will standardize
MM- Opportunity exists for utilities underground; wants to address potential and possibilities
Al Roy has researched benefits and obstacles of potential process of underground utilities
Due diligence to offer the potential for underground utilities — would add 350-600 dollars more per year
Al Roy feels that underground systems are more reliable than above ground systems.
Member Greg Simone- made a motion and seconded by association member to proceed with researching information and to be brought to a vote before the end of the year
IX. Traffic and Road Safety – BE
Traffic/Road Safety Concerns: Fuss & O” Neill engineers recommend speed tables and narrow roads are deterrents to speeding; number and placement part of final engineering recommendation
Decision tabled to install speed tables to the Spring Meeting
X. Buy-a-Paver” Fundraiser – MaryKate Reynolds
Live on website- need 400 to cover the project between bench and sea wall
XI. Other new business – Matt Merritt
Going out for snow plow bids on Dec 1
Other notes: Fourth of July Parade went exceptionally well
Friday July 3, 2020 is legal holiday. Plan on the races etc on legal holiday and the concert and food trucks on Saturday July 4th .
Motion: made by MM to adjourn and seconded by TA
