Public Comments:
Resident recommended suggestions on voting on sewer/water project

Sewer Project -.
JH- referenced WPCA Report handout which summarized the infrastructure project for Old Lyme Shores and OLS Memo of Understanding with CWC for water main and water service improvements. Special permit to build a pump station on 73 Portland Ave in Old Lyme was approved by the Old Lyme Zoning commission.
Next Steps include obtaining easements from various properties, add Sound View into legal agreements, finalize lease for 73 Portland Ave, apply for the CWF construction funds from DEEP and submit Priority List application.
Fuss & O’Neill still have not received 44 lateral connection forms out of 192 households. MM stated for the record that the sewer “project” is an OLSBA project with the OLSBA/WPCA being charged with authorizing the execution of the project. Based on many considerations for both seasonal homeowners and full-time resident homeowners,
JH made a motion “that the BOG vote to adhere to the original position identified in the meeting minutes of the June 10, 2012 BOG meeting and June 16, 2012 annual meeting and have the individual property owners be responsible for the water and sewer connections and septic system abandonment on their property”

Discussion included the needs of seasonal and full-time homeowner residents. Every resident will assume the cost of their own connections and enable them to have the connections and ensure the restoration is completed to their satisfaction. Sewer connections are required and would have to be done within a timeframe specified by the WPCA/DEEP; 4’ frost-free water connections could be completed at the resident’s timetable in due course at their discretion. Residents will bring it from the curb to the house. $39600 could drop to $36100 without sharing the connection costs. An adverse effect could be individual homeowners won’t be able to experience a “group rate” of $3500 and a payment timeframe over 20 years.

Vote in favor of the motion.

JH made a motion “that the Old Lyme Shores Beach Association pay for the design of the water system and for the installation of the laterals with curb stops for the 32 homes that currently are not customers of the CWC.” These expenses should be reimbursed through the DWSRF 20% grant and 80%loan and paid over 20 years at 2%.
TA seconded the motion.

Discussion included possibility of the 32 owners who initially declined connection but later on desired connection. This could result in unsatisfactory results with new roads being dug up and patched at possibly different times. Anything from the curb to the house is the responsibility of the homeowner. 32 home owners will still have to sign up for accounts with CWC even if they do not hook up to the water system.

MKR will undertake an update to the directory with most recent emails and desired method of communication.

Utilities – MM followed due diligence to research into the possibility of underground utilities which was undertaken by Al Roy who will prepare a fact-finding report. Al felt that there were too many variables and loss of synergies with the projects that would result in a prohibitive cost to the homeowner. The cost would greatly exceed the original $400-$600 per home per year over 20 years.

Road Design – BE presented plans of the final layout of the roads. Any changes to the widths of the road were designed with safety and security as the number one priority. Bituminous curbs to direct water runoff into storm drains. Roads requiring expansion at 13 Sea Lane and 15 Sea Lane.

Speed Management – After discussion, it was agreed to bring the vote to the Association at the Spring meeting. MM will include a notice to vote by the BOG on the agenda for the next BOG meeting.

Sheffield Brook – PB showed picture representing a timeline of channel from last 3 years- not self cleaning; the last storm pushed the west wall of the jetty 30 feet. Repairs must be made and OLS is responsible for 50% of repair and maintenance.
Looking at rock and condition of foundation of jetty. It is recommended to have pro rata share (50% of total cost) in reserves. May be $ 40000 in worst case scenario.

Doug Whalen, Chairman, OCBCA stated in a memo that the goal of Old Colony is to bring as much storm water drainage into Sheffield Brook and wants OLS to do the same. The brook needs to have storm drainage empty into the brook to allow for proper cleaning of the outflow by the beach. Storm drains will be designed to dump run off into Sheffield Brook.

Beach – GF- Sand on the beach from the last storm; will need to be bulldozed in the Spring; A few boats remain on the beach will need to be removed by November 1.

Financials- All expenses on or under YTD budget ; 5 outstanding tax payments reported.

Buy-a-Brick – Up and live on the website; reminders on the project will be included with mailings.
