Matt Merritt thanked Maura Graml and Connie Gray for years of service
Meeting started with a remembrance of members and loved ones of members who have passed on this past year.
Introduction to board members
Agenda:
Infrastructure: Pat BurnsBeach now has a wifi repeater/access point on the pole with the camera near Old Colony; use xfinity wifi pin and password
Sheffield Brook: did not break over its boundaries this past winter
Pipe under the Crabbing rocks was replaced.
Asset Allocation: Bryan Even
Inventory was created which identified OLSBA-owned assets which is important for budgeting and repairs;

2019-2020 Budget vs Actual Financial Statement was discussed

Discussed budget using the same mill rate as last year
TA made the motion to accept the budget using the same mill rate

MM thanked Polly Merrit Maglio for past years of service
Guard Supervisors: Catherine Pettit, Chris Merritt, Allie Gilland discussed the set up, beach monitoring, and recreation- 2 guards on beach and 2 at the gate, new uniforms, Recreation is now on the weekends (Friday, Saturday and Sunday am and pm) and weekday mornings (M-Th), movies with popcorn on Friday evening (Popcorn maker on loan from the Johnson family!)
Question from member: Could guards could assist with inserting umbrellas into the sand? Yes
Comment from member: Consider the overflow from public beaches; guards need to be vigilant about overflow; Guards will ask for OLSBA stickers; TA will put out Private Beach sign
Comment from member: Entrance guards should remind drivers to maintain speed limit and slow down on our roads.
Beach Maintenance: George Finley
State of the beach; last ten months it has taken a beating from storms and heavy winter; took away 52 logs this past winter; late October mini hurricane, kayaks and half kayak rack went out to sea; 10 foot storm burm was created to preserve the beach
New beach cleaner was hired for the summer.
Ledge Light Health District will be testing our water weekly.
People interested in mooring should contact George who is on the Harbor Commission

JH gave a historical perspective of the “Sewer Project”- original vote in 2012.
Project proposed to start in the Fall of 2020. Discussed standardization width of roads
and house connections for water and sewer.
Advised the members to utilize the OLSBA website https://oldlymeshores.org/ for FAQs including budgetary costs, milestones, etc

Does budget includes new roads? Yes
Asked about curbs being put in? Yes
Can we keep current deep well? Yes
Does 39600 include hook up and lines? Yes
39600 includes: detailed sheet on website https://oldlymeshores.org/ for cost allocation for major items- sewer, water and new roads, fire safety, improvements to stormwater management, financing. Paid over 20 year period.
Should we look at construction in the summer? We can look at that
Where did we get 20 feet for width of road? Is it sufficient?
Yes for normal traffic and satisfactory for safe passage.
Does having a sewer change year round status of home? Owner still needs to go OL town hall for status change
Any consideration for underground utilities? Yes, Al Roy has spoken with Comcast to see if feasible and we can discuss at the fall meeting.
What is the procedure to lateral hookups? Paper packet with map of members’ lots was handed out; owners are asked to mark up with desired location for water service and sewer service.

“Members need to markup preferred location for water service and sewer service on packet (make several copies first is advised)”
Sample lot used as a model and owner should sketch in their preferred location on their map; Fuss & O’Neill will work with members if member is unsure; When stakes are in the ground to mark location, members can still contact F&O to adjust location of connection. When everything is complete, lot will be returned to specific conditions. Encouraged members to give a call to his office if have questions There is a name and a telephone number on the packet.

Fuss & O’Neill will work with Ledgelight Health district to look at water and sewer lines
Forms go to address and contact; Fuss & O’Neill would like them back by July 7, 2019 – to meet March of 2020 bid date
Question from member: Brook behind lot on Billow can flood his garage. Has brook been addressed? Brook will be incorporated into design process and goal is to utilize catch basins.
Road Safety:Tom Annulli
Presented the new Speed Signs- connected by WiFi and Bluetooth
15 mph for all vehicles and 5 mph on Bellaire and Sea Lane
Comment from members regarding road barriers. Recommend to consult with traffic engineers and Fuss & O’Neill.
Summer Activities: Julia Nixon
Activities Fourth of July festivities on July 6- parade, races, Michael Cleary Band and Carousel Night
Lobster Bake: Mary Howley
Saturday August 10 date; run by Flanders Fish Market 5-8 pm; tables and chairs set up down at Brightwater Rd extension; 45 dollars pp

Online Tax Payment Option:
Button hopeful to go live for this years’ tax payment (live notification will be printed on tax bill)
Misc:
Trash pickup once weekly but includes regular trash and recycling barrels
Old Business:
Boat Registration- members need to go on website and register boats that are stored or moored at Old Lyme Shores. Member will be delivered a sticker that needs to be filled out and adhered to the boat.
