The Meeting was called to order at 10AM
Tom Annulli made a motion to begin and nominated Joanne Gilland as Secretary
Bryan Even seconded
Matt Merritt stated the purpose of this BOG meeting: To lead up and prepare for the June meeting.
Public Forum:
A Guest questioned the up to date nature of the OLBA website (www.oldlymeshores.org) and was assured the website has recently been updated and will continue to be updated in the future.
Beach Conditions:
George Finley described the condition of the beach after this past winter. There was much debris from the Connecticut River, including several logs and trees. Tremendous amount of sand was removed from near the walls especially near Seaspray. Berms were created to prevent flooding. The beach will be bulldozed and graded out and refuse will be removed by the end of May.
Bids will be looked at for beach cleaning services and should be in by end of April.
Tom Annulli made a motion giving Matt Merritt and George Finley authorization to approve an acceptable contract for beach cleaning and street plowing services and the motion was seconded by Joe Halloran.
A motion was made by Tom Annulli to approve Frank Meaney as a member of the Board of Governors and was seconded by Bryan Even.
WPCA:
Joe Halloran updated the board with the following:
Clean Water Fund-the 6 month process should result in a signing on March 29; design can start funds can be procured and design phase can be started; waiting for attorney general to sign off. Town’s next meeting is April 8. Projected costs to homeowners will be updated when design stage starts. Fuss and O’Neil has incurred around 250,000 thousand dollars in bills since they have started this project with us in 2012.
Matt Merritt encourages homeowners to visit the website www.oldlymeshores.org for updates and documents describing the sewer and roads project.
Financials:
Infrastructure:
Pat Burns updated board on infrastructure repairs this past winter which included emergency repairs to street pipes. There was an emergency repair to a cross pipe between Brightwater and Saltaire. He also said there will be some planned repairs to weathered beach pipes. Some pipe will need to be replaced in 2019.
Tom Annulli said 6500 dollars was used to patch and repair damage to the roads which were immediate safety concerns.
Pat Burns stressed the need to add to the budget the necessary costs to the future pipe repairs.
Delinquencies on Tax Payments:
Matt Merritt has looked into the possibility of adding a payment button on the website where owners can pay their OLS association taxes. There is a 2.9% cost associated with this feature but it could result in a faster paying process. Hard copy bill will still be mailed out to association members in July.
Norm Yester emphasized the need for members to update their desired billing address which could be seperate from their mailing address.
Buy A Brick Project:
MaryKate Reynolds updated the board on the brick paver fundraiser. The possibility exists that 400 engraved bricks would be purchased and be part of a paved area at the beach end of all four roads. It would improve the aesthetics of each street and beach area while serving as a way to raise funds for the project. It would be opened up to homeowners and renters alike.
Matt merritt said that it should be initiated before any paving projects.
Maintenance:
Frank Meaney voiced concern over safety hazards created from overhanging tree limb on Sea Spray and Tom Annulli had safety and aesthetics concerns for overgrown vacant lot on Billow Rd. Letters will be sent to the owners addressing their concern. Safety hazards such as the overhanging limb can result in an imposed fine to the owner.
Bryan Even contributed a list of assets owned by the association. Assets are organized by type and replacement value. Such list is helpful when considering the need for replacement items.
Miscellaneous:
A Guest discussed potential benefits and enhancements to the property values regarding utilities.
Boat Registration:
Tom Annulli and Matt Merritt in the fall brought up several unclaimed boats to the back field.
Boats should be registered to identify owners. A new registration process will be initiated with a paper form so that all vessels can be tracked and identified if necessary.
Tom Annulli reminded the necessity of the DEEP stickers for all kayaks and boats. The stickers will be available at the spring meeting.
Street Signs:
Possibility of replacement of failing street signs. Matt Merritt looked into signs similar to the ones in Old Colony Beach. Signs are slightly smaller, more uniform, brightly colored and no maintenance.
Safety- Tom Annulli discussed possibility of solar powered slow signs.
Poor cell service was discussed and how Old Lyme Shores was in a marginal service zone.
Pat Burns mentioned that there will be a camera on pole in Old Colony to look at Sheffield Brook.
Social Events:
Possibility of food trucks, lobster bakes, etc – to be discussed at future meeting.
Security:
Scheduling of guards, equipment, etc transferred to Frank Meaney after many years of service by Polly Merritt Maglio.
Tom Annulli made the motion to adjourn at 12:55 PM.
