Old Lyme Shores BOG Meeting

Welcome– Paul Yellen welcomed everyone back for the new season at OLS.

Beach Condition– George Finley will stay on as the beach manager.  It was reported that there were many logs removed from the beach, the poles which that had marked the positions of the drains on the beach have been removed and replaced with large rocks.  In addition, drainage repairs on the beach were made over the winter season.

Sheffield Brook-Tom Annulli

This project has been very successful.  There were overages to this project which we were able to get government funding for.  The amount owed by OLSBA is approximately $4,000 rather than $15,000 due to this funding.

WPCA-Joe Halloran

The WPCA update is posted on the website.  www.oldlymeshores.org.  This WPCA project has been broken into 4 categories-planning, design, construction and operational.  We are currently in the planning stage. The WPCA had a major victory with the signing of the New London agreement to accept sewage.   East Lyme and Waterford are the next two towns in line for approvals.  The WPCA has a framework in place for working out the financials with East Lyme and Waterford.

The Bridebrook pump station will need to be replaced.  The cost share for the 3 beaches-OLS, Old Colony and Miami Beach- will be approximately $750,000 to $800,000.   The buy-in will be the $750,000 to $800,000 plus an additional $500,000 for the tie in to the system.   This comes to $1.3 to $1.5 M to be shared by the 3 beaches involved.  The next meeting for the WPCA will be held May 19th.  Once the WPCA has the 2 agreements with East Lyme and Waterford signed, the WPCA can apply for Clean Water Funding.  The WPCA is targeting an agreement with East Lyme for June 2018.

Joe Halloran asked for a resolution to be made which would grant him the authority to spend up to $550,000 to share in the cost of the engineering fees for infrastructure to be shared by all 3 beaches.  A motion was made by John Cunningham to allow this, it was seconded by Tom Annulli. The vote was unanimous and the resolution which would authorize him to commit these funds passed.

A suggestion was made to separate the WPCA from the OLSBOG.  This will be discussed later.  Tom Annulli made a motion to table this topic until the new membership of the BOG is decided.  Matt Merritt seconded it and the motion passed.

Bob Palazzo, Pat Burns, Joe Halloran all have WPCA terms expiring.  Joe Halloran asked for the approval of these three people for another 3 year-term.  Tom Annulli made the motion to approve this, Polly Merritt-Maglio seconded it and the motion passed.

 

Summer Security- Polly Merritt-Maglio 

Security Service will be provided again by our resident guards (our high school and college residents). We will have one gate open at a time and 3 guards on duty for each day of the weekend. One guard will be  located at  the jetty, one at the gate and one at the beach.  There are no resident guards available for the Memorial Day weekend.  Polly will hire professional guards for the gate and the jetty for this holiday weekend.

Miscellaneous Items-

A motion was made to terminate Sheila DeLutrie as Tax Collector effective today, May 5, 2018 due to non-compliance with BOG requests.  The motion made by Joe Halloran and seconded by Matt Merritt.  Motion passed.

The OLSBA Hammer Law start date has been changed to June 29, 2018 for this year ONLY due to the OLSBA Parade being held on Saturday, June 30.

Next BOG Meeting will be held at 9 am on June 2nd at 9 am at 56 Saltaire Road.
